Waco ISD Board of Trustees Appoints Everett Phipps as New At-Large Place 6 Trustee

WACO, TX — The Waco ISD Board of Trustees appointed Mr. Everett Phipps to serve as the district’s newest At-Large Place 6 Trustee. Following an application and interview process, the board voted to appoint Phipps during a special meeting last night to fill a vacancy on the board. He will officially take the oath of office during the regularly scheduled board meeting on May 14 at 6 p.m.

Phipps brings 15 years of business experience and a proven record of collaborative problem-solving to the board. He is currently a partner at Insurors of Texas, where he advises businesses on risk management and fiscal oversight. His professional background also includes serving as a surety underwriter for Insurors Indemnity Company and a credit analyst at Community Bank & Trust.

As an active Waco ISD parent, Phipps is deeply committed to the district’s success. During the application process, Phipps noted that his priorities include ensuring equitable access to high-quality instruction, strengthening community engagement, and promoting fiscal responsibility.

"I am committed to supporting excellence in education for every student in our district and, when necessary, to making the right decisions even when hard, in collaboration with the Board to advance student success, community wellbeing and fiscal responsibility," said Everett Phipps.

Beyond his professional work, Phipps is a dedicated community leader. He currently serves on the boards of the Mentoring Alliance and City Center Waco and is a past president of the Associate Board for the Association of General Contractors (AGC). His strengths in budget review and risk management are expected to be significant assets to the district's governance.

"We are pleased to welcome Mr. Phipps to the board," said Board President Jose Vidaña. "His strong background in finance, combined with his perspective as a district parent and community leader, will help us continue to make student-centered decisions that prioritize accountability and excellence."
